Is there a server setting that can enable/restrict/disable the autopilot function for certain aircraft?

No, and why would that be a thing? It's not like the IL-2 autolevel cheat is a thing in DCS.

I'm just say that since there's not a "gamey" function that there's nothing to restrict.

The Search and Rescue server seems to be able to disable Autopilot for the Huey. Pressing the bound button has no effect.
I did forget about that one, makes sense.
