Wingman usually says BRA (bearing, range and altitude) info that they read from their radar, he cant say o'clock info relative to you cause he may not know where is your nose pointed. He can only say o'clock info relative to himself, even that would not help you to determine an accurate position of a bandit cause you may not know where your wingmans nose is pointing;P O'clock call can be called relative to a coherent formation that you are in, that would be ok, but when you guys start merging and maneuvering those o'clock calls are would be very inappropriate. So I guess the answer to your question is relative to your formation:P
