Per real pilot, it sweeps on the ground but doesn't transmit (hence Maltese cross is displayed, as Tholozor notes). Silent is different and should stop like it does in DCS, with the ability to hit ACTIVE and do a frame. But the behavior on the ground is wrong in DCS, it should keep sweeping. 1
