investigating Wrong fuel payload

At low fuel settings in mission editor, the tanks are filled asymmetrically, with all the fuel dumped first into left outer tank.

Here's an example with the aircraft set to 25% fuel in ME.

 

I guess the correct order should be to fill outer tanks before inner tanks and center tanks last. Symmetrically of course.

IIRC, the fuselage tanks should be drained first (like AUX tanks in P51/47), then the outer tanks, then transfer fuel from drop tanks (if you have them) to outer tanks, save the inner tanks for last.

 

Therefore, the filling priority should be:

Inner tanks

Outer tanks

Center tanks.

Looking into it, setting low % of fuel does look odd currently, thanks for the report.
