So do I understand the situation correctly that this is currently impossible?

I can place a train, with a "stop" condition at waypoint zero which it ignores.

I can give it a "group or unit AI OFF" command which it also ignores.

I can give it waypoint speed 0, which it also ignores.

 

So do I have a way to populate a marshalling yard with stationary trains?

Static objects are required, unfortunately. A massive pain in the butt having to individually place every carriage on tracks that can be angled at 0.3 degrees, when the ME only lets us rotate objects in full 1.0 degree increments.

OK - I was hoping that wasn't the case, thank you.

Somehow I'm not finding the static train objects under ground vehicles, nor is there a train sub-category - what heading are they under?

Hello rail fans. I recently found a way to create stationary trains, although with some limitations. Build your train(s) in the usual way using ground objects, not stationary objects. Give each train a waypoint which must lie outside the body of the train. If the waypoint is within the train, some cars will overlap and the train will be foreshortened. Now the key to preventing the train from moving. Check the boxes for Late Activation and Visible Before Activation for each train. In game you will now have a stationary train. You do not need to include a locomotive but if you chose a steam locomotive it will billow smoke and sound it's whistle. The main problem I experience is that the wheels of each rail car sink into the roadbed up to the axles but that seems to happen whether the train is in motion or not. Hope this helps.

I’m trying to build randomized, stationary train groups. Seems that’s not possible without scripts which I’m determined to avoid for long-term mission durability reasons.

Static Objects and in the Ground Vehicle subcategory. They are scattered throughout that a little bit though. Loco, passenger car, tank, well car, etc.
