In this test the steerpoint is on one end of a runway and I slew the radar cursor to the middle of the runway and SPI is moved twice as far, to the other end of the runway.

Yeah, definitely. I wonder if it has something to do with what range is assumed. I plotted doing this from one end of a runway to another and then plotted the L/L displayed on the FCR page. The point was exactly 2x as far and in a straight line.
