Not going into fullscreen is the exact symptom. Just make sure, all other programs are fully loaded and in idle whilst starting DCS (e.g. TrackIR, Discord, Afterburner and so on). So in other words - no multitasking. Same while running DCS and alt-tabbing out. Chances are, you are not in fullscreen on return. If there is an issue, you should see the little jump in fps immediately. While it is annoying, the problem can be solved on the fly with alt+enter luckily.
