If you create your own mission, you can script radios beacons to vehicles or to zones.

If you're asking about a specific mission, please tell its name and the name of the terrain.

I used to put another ship, in the same group, with a AI helicopter without fuel on its Helicopter Deck transmitting a Beacon Signal.

I add the Ship (Oliver Hazard Perry Class) and in its ME setting as I add it to the Map I give it a UHF Radio Freq number and then I use the Radio Menu to call it and ask for Navigation Assistance and they call me back with a Heading to turn to so I can fly to them.

Best method so far is a workaround with no triggers involved whatsoever, but indeed it works: we just place a vehicle on the boat - now it has to be an amphibious otherwise it can't be placed on the boat, an AAV-7 will do nicely - then we just make him perform a command via the advanced waypoint actions by setting the frequency (0.190 MHz is the default Huey freq on spawning, so it will do perfectly), the we can set a sound (ideally a Morse code) if we want, what is important is to check the loop box, so it keeps transmitting continuously. When we jump into the Huey, we just turn on ADF, et voilà, the ADF needle pointing to the ship.
Now how will it look like having an AAV-7 onboard? It won't, because there is no collision model, so we can easily find a spot where the tank falls inside the boat model and gets completely invisible (works well around the front chimney area). And that's it.

You dont need to place a vehicle on it. You can use the advanced waypoints settings of the ship

Yes I could, but only some few ships have options to setup frequency and transmissions in the advanced waypoint settings, like the carriers and this offshore supply ship IEVOLI IVORY for example, and even those, they only allow you to setup a TACAN which won't work for the Huey... to setup an NDB or to broadcast a AM or FM radio signal the option I see working is by adding an amphibious vehicle to the ship. I even tried with Moose, but it works the same as using triggers in the ME - the transmitted signal stays stationary at the place the ship spawned...
