reported YAK 40 radio range is limited to greater than 225 MHz AM

Since it is a civilian plane I thought I should be able to set its frequency to 118-137 MHz AM range but it appears the lowest you can set it to in the mission editor is 225MHz-399MHz AM which limits it to the military frequency range if I understand correctly.
