Only able to transmit on manual dialled freq on the front radio. Setting P and the preset in ME isn't working.

You are right, I noticed it too. And if I use the "red" UHF radio, its name in the menu is "???". But it may be only some kind of placeholder.

Presets do work, as long as you're using integer frequency (xxx.000).

The thousandths bug is reported already.
