In mission editor I place a Russian Battlecruiser about 60 NM of buildings I want to attack. After I put waypoint 1 I then add task attack point, then I select the weapon a cruse missile. When I start the game the ship will not fire. I put a Ticonderoga in it's place with all the setting the same and it fires. What am I doing wrong that the Russian ship will not fire?

exactly which russian unit are you using?

I don't believe any Russian ships in game are equipped with land attack cruise missiles, the Kuznetsov, Kirov, and Moskva have cruise missiles, but they're all defined as anti shipping missiles and can only be used against other ships.

None actual DCS Soviet / Russian Ship has equiped with land attack versions. Kutnesov and Admiral Ushakov P-700 and Moskva P-500 Bazalt was only equiped with antiship versions (never was build land attack versions). The improved kilos has capable to carry Klub-S missile, but never was implemented (has some 3D models on DCS directories).
