solved Stutters and jitters in VR with RTX 4080 and 5800X3D

So I tried without any input devices connected as well, and I was still having the issue even with the throttle disconnected. 
I went into Simappro, settings, and unticked a box that was talking about exporting into lua file. 
I don’t really know much about lua files or what it does, but the difference was immediately noticeable. 
maybe someone can point you in the direction in case you don’t have the software installed, how to disable winwing interfering with that lua file?

The WinWing issue is old, and I'm sorry I didn't think about it before you found out. Usually, it caps FPS. I wasn't aware that it could also cause stutters.

Since I can't figure this issue out at all.. I just found out another sim came out in VR that deals with F16s.  Im not trying to promote it but that's all I got.  I love DCS.  I just can't get it to work correctly.
