I noticed that MANPADS AI is sometimes affected by weather (i.e. visibility) sometimes not. Both IGLA and Stinger AI. Do the nighttime MANPADS have IR scope (aside from seeker), or are they getting queing from same-side SR/EW radar? Or are AI MAN_ADS strictly line of sight?

As far as I know, any kind of weather only affects the line of sight.
It also depends somewhat on the experience of the unit.

no. except for some very recent developments, Stinger uses a rudimentary "iron sights"  that hang down from under a protective cover:
