KC-135MPRS not responding to radio, normal KC-135 does

That would likely be because the MPRS has a drogue for refueling and NO boom so it's unable to refuel the F-16 (only F-18, F-14 etc).  In a perfect world the tanker would tell you it couldn't refuel you rather than just ignoring you (same if it's out of fuel), but that's the way it is currently.

The "correct as is" tag is wrong, it isn't correct, it's just not working, the MPRS is still capable of using the boom, it hasn't been disabled by the addition of the drogue pods....

"Only a small percentage of the KC-135 fleet is outfitted with the capability of refueling both probe-and-drogue and boom-accessible aircraft on the same mission, according to Air Force fact sheets."

"Correct as is" does not always mean "true to life". Our beloved sim has some limitations, and DCS KC-135 MPRS only doing drogue refueling is one of them.
