fixed Encyclopedia: entry for Harrier without textures; AV-8B is showing okay

Hello,

as the title states, there is an entry "Harrier" within planes encyclopedia. It shows <BAD UTF-8> description and missing textures.

Current OB: DCS/2.8.6.41363 single and multithreading is the same.

The AV-8B entry is correct:
