I tried the AV-8B NA, the radio comm will be able to turn on after the battery was switched on. And I can contact ATC for start-up clearance before I had to start the engine where it was a normal procedure. 

But in F/A-18C, I had to started one of the engine before I can turn on the radio? is that normal? I think I should radio comm to contact the ATC for start-up clearance before I am permitted to start the aircraft engine?

Yes, its as per the real aircraft. The batteries only power those systems connected to the essential bus, and the radio isn’t on that bus. In effect the battery is there to power up the engines, operate the canopy and little else. After the engine starts, its generator will provide electric power to all remaining buses.

Not really, on real US operation ATC clearance to start is not needed. If you really want to use the radio before engine start, then you should use external ground power, by calling up the ground crew.

IRL comm1 will work off battery power, but will only work on the channel it was set to before generators dropped offline if I remember correctly.

I think so, in Operation North Cerberus Campaign, you need to ask Ground permission to start the engine after turning on the battery.

IRL, the need to make a radio call prior to engine start is dependent on the rules in place at the field you're launching from. Rudel_chw and ChillNG (creator of Operation Cerberus North campaign) are both correct in that sense. 

Some air bases require the flight lead to check in, via land line or in person, with Base Ops with the planned start time, then pilots can start engines within the scheduled time block. Post-start, the flight lead checks in with Base Ops again to confirm the start and the number of aircraft in the flight. Other bases require you to make a radio call for start clearance.

During cyclic ops on a carrier, all the aircraft flying the next cycle start at once after the Air Boss ends his flight deck safety brief with the words, "Start 'em up!" No radio calls are required in that situation.

In game, unless the designer of the mission you're flying requires it, you can skip the pre-start radio call.
