reported CMSC all off on hotstart?

Admittedly I haven't really tested this in depth, but I am playing Persian Freedom and mission 10 is a hotstart. I noticed since the last patch my CMSC was displaying all OFF.

The fix is to turn off every CMSP switch (MWR, JMR, RWR and DISP) and then on again. 

Not bug breaking and only slightly annoying but I don't think it's supposed to be that way?

I had this with instant action -> take off on Caucasus, but it didn't happen again when I restarted the mission multiple times. Didn't do any further testing, but definitely not the intended behavior I think. Perhaps something broke as they changed the switch logic of the CMSP panel with the recent patch.
