Not sure if it should be able or not, but I cannot get it to lock on to anything at night, even if it's a ship with lights on that it can see easily.
It does not say anything about night operational or not in the manual.

It's TV guided so I guess it needs enough contrast to lock, which the nav lights on a ship do not count for. 

Maybe try it in combination with battlefield illumination, like the illumination bombs or perhaps illumination flare from another aircraft.

It seems the seeker model for Mavericks in DCS is not truly contrast-based.  It seems to require the presence of a live unit, for example if you see a unit as a dark spot among similar-looking dark trees, you can only lock onto the units, and not the trees, despite having the same contrast.  Maybe there's also a binary setting that says "it's night, targets are only visible in IR and not the visible spectrum", ignoring the actual contrast.

I don't know about the Maverick, but for the Walleye this is definitely the case. The range at which you can lock things is a very strong function of time of day - as in, can't lock anything at ~6-7am, works perfectly well one hour later in identical lighting conditions.

Yeah dont really understand locking mechanic either.

Btw if I may steal this thread for something semi-related.

Ep-13 in VR (CV1, yes i know old).

Anyone have tips on finding targets? I lean in, play with contrast and brightness, but with DLSS in VR with CV1 picking out targets at best like 2km.
