So, when you switch main modes while your FCR is in AGR, it will remember the radar mode in prior to AGR and return to it when you switch weapon mode. But that breaks when you switch to another master mode because it replaces whatever radar settings you had before entering AGR (GMT -> RWS for example). It works with any weapon and even with HUD mark (as it forces FCR into AGR mode). I tried to reproduce the issue following your steps during a cold start but I could not get the FCR to go to CRM when entering EO-PRE. Afterburners are for wussies...hang around the battlefield and dodge tracers like a man. DCS Rotor-Head

Only UH-60 and Herc, they don't affect Viper but I can try it without those. Don't know if you did anything with the FCR prior to Maverick mode change. I noticed that if you change any modes on the FCR before changing to EO-PRE it will not go to CRM on the FCR. It will behave as expected.
