I was using DICE for my programming, it no longer works. Now i started to edit the .lua (E:\DCS World OpenBeta\Mods\aircraft\F-16C\Cockpit\Scripts\EWS\CMDS\device).   when I change the programming (1) for flares and (5) for chaff it does not work in the jet. I have to enter the DED and change the programming.. anybody have a workaround??

The only way not having issues with IC (Integrity Check) in the multiplayer, is to change chaffs and flares on the DED. I do it for few years each time, since DICE or any other similar app has no longer been supported (or any other app) by DCS. Also altering any kind of files (like for countermeasures in your case) will not pass by IC. Unfortunatelly this is how it is atm, and it's been like so for a couple of years now. Its not much of a work, I set countermeasures in 1 minutes.

This will change (I hope) when we get DTC (Data Transfer Cartridge), it still on the list before the aircraft goes out of EA.

There is a handy programme called DCS DTC, which you can activate when in the pit and it acts just like a real data cartridge and takes the pain out of manual entry, highly recommend

Use this. It is literally the best thing out there right now for the F16 and a few other aircraft and it DOES NOT break IC at all as it doesn't mess with LUAs. You're welcome.

I would get rid of the way and DICE, unless you fly the A10C, A10C2, AV8B, M2000C then keep those, but this program works better for the F16C, Strike Eagle, Hornet, and Apache, and incorporates both those programs into it. And you can also share your settings with others if you play in a small/large group, and with the new update they added a kneeboard function.

And you said the DiCE program doesn't work anymore so for countermeasure settings DCS-DTC is the next best option for you.

Well, since the DTC just dropped, you can do it from the sim now. In fact, at the moment, that's all that it's good for. Hopefully we'll get full functionality soon enough.
