If there are no points visible on the MPD screen, then it seems like the TSD loses all touch with where points are located.  They cannot be panned to via the point pan.  See the video:

New video, new information.  It also seems to be constrained within the type of point.
So, if you have a point that is a control measure on your screen, you cannot pan to any waypoints, hazards or targets.  But you CAN pan to other control measures.  And likewise, if you have a target on your screen, you cannot pan to any waypoints, hazards, or control measures, but you CAN pan to other targets.  And of course if you have no points in your TSD's screen, then you cannot point pan to anything.  You're supposed to be able to point pan to any points stored in the memory, but DCS isn't doing that.
