I recently played a Gamblers campaign mission, whereby the wingman indicated targets at XX miles (east, west, north, or south) from waypoint XX. I had difficulty finding them in a timely manner and then thought "I'll try it again by marking the general area using the HSD. No Joy, can't do that. So, my question is why not? You can create mark points thru nearly any other sensor.  Is this unavailable in the real F16 or a DCS omission? 

It just seems like a logical implementation in true life and the sim.

The HSD is not a sensor and it would not be logical to use it for marking purposes, hence why its not in the F-16 IRL. 
My suggestion is using the compass needle on the TGP screen to slew the pod in the right direction, and make a educated guess on the distance and look for any heat signature.
Another option is using the OA1/2 which allows you to input an OA from a steerpoint with a specific heading and range.

Check out the DEST page for usage with Offset Aimpoints (OAP). If you're familiar with Chuck's guide, check section 7.1 (Pg 681, I think).

You create an offset aimpoint for that steerpoint. Get into the Destination Offset Aimpoint DED pages and add the given range and bearing.
Procedure is explained in the manual page 204.
