Hi. So what is a good chaff, flare release program?

I'm flying the su27

Flares: Spam until missile evaded

Chaff: Drop some in hope to evade the missile until no more threat.

I have looked through the manual and found nothing.

What infos specifically are you looking for? Have you tried google or looking on youtube for some basic general tutorials?

As for buttons, go to your controls and search for Chaff and Flare. "Q" deploys both at the same time while "insert" or "delete" (or whatever keyboard equivalent you have) deploys either of the two.

As for tactics, Flares against anything IR guided, Chaff against anything radar guided. Also googling for something like "DCS Countermeasures" might help you further. But to give you an idea, there is no "after a fixed amount it works". There's a % chance that it works so while for one missile 1 chaff/flare is enough, for the next one you might need more.

And you can also pre-emptivly deploy them, it might increase your chance to spoof the threat, at least when it comes to IR guided missiles.
