That would be ideal. Average Ping is only an indicator. It's guys jumping around to 1000ping+ all the time, while maintaining a <300 average.
Although in fairness, there is a correlation between high ping and jittery game experience. My ping to Tokyo is 290 right now. That's 10,000km away. Anyone with 300+ ping, has problems that are not solely related to distance.
Ping also is a very fluid thing, as guys with 1MB connections, start to see increase pings as their connection is red lined after a duration in a busy server.
