Yeah that's the Stability Augmentation System (SAS). The helicopter is very difficult to fly without the SAS channels on.

In fact, in section 9-29 you can see that while failure of the SAS individually is not a LAND AS SOON AS PRACTICABLE emergency, failures of associated equipment (particularly FPS) are not compatible with mission success.
Once, back in '06 at Ft. Bragg when I was training a Shadow platoon, someone said that the Blackhawk is the helicopter for helicopter pilots who suck at flying helicopters. 18 years later I'm still laughing at that line.
