I think he means that you could release the brakes, advance and return the throttle quickly just so that you start rolling and then brake again, then your wingman should trigger and start his takeoff roll as well. I do this when I start on the runway and when I see that my wingman starts rolling i start rolling, that way he stays close to me instead of 1000ft behind me.

 

EDIT: This is only if you actually start the mission on the runway. There is no way of making your wingman follow you from the ramp and then onto the runway afaik.

I often see the AI trying to land in pairs. I can't figure out how to prevent that, because they usually abort and sometimes even crash.
I think this is supposed to be fixed in DCSW 2.0.
