when do I use navigation lights? if navigation lights are used on enemy ground? when to use intermittent navigation lights? when to use continuous navigation lights?

It depends on national SOPs.

 

Generally turn on flashing nav light prior to engine start, switch them to steady after startup completed. Taxi lights on just prior to taxiing. Anti-collision lights on just prior to joining active runway. Landing lights on prior to take-off and off when you retract landing-gear. All lights off when fencing in. Convoy lights as required.

 

These are just a general way to use them, and there will be plenty of different approaches to light use.

Some of those different approaches will depend on the airplane as well. A lot of aircraft won't have functioning external lights until the engine (or one of the engines) is on.

for example Su-25 has the navigation lights fixed and the navigation lights flashing ............. no strobe is there

 

when to use the fixed ones? when to use those flashing lights? when do not use any of the 2? in case of attack in war must use the lights?

Read some articles about it... even general aviation doesn't have clear rules about which lights to use when.

 

Different military, have different standard operating procedures (SOP).

 

As someone already said(in general):

 

COLD-> NAV FLASH

HOT-> NAV STEADY

TAXI-> NAV FLASH, Gear Light TAXI

TAKEOFF/LANDING-> NAV STEADY, ANTI-COLISION/STROBE ON, GEAR LIGHT LANDING

Free flight/NAVIGATION -> same as TO/LA + Formation Lights as required

COMBAT-> ALL LIGHTS OFF

Gotta love seeing all those nav/strobe lights on in active combat engagements on Youtube :)
