Aim120s and R27 are not visible. of course RCS of missiles is smaller than RCS of planes and so kn, but R-27 ER has nearly the same size as the HARM. He has a point, I doubt 80s R-27 missile has any stealth technology or any logic to have less RCS in comparison to the HARM. When design and technology is similar, then it is proportional more or less. F-22 has stelth technology so it is not comparable while both r-27 or harm missiles are not, so size matters.
