The electronic engine control regulates fuel flow (among other things ) in such cases to prevent a problem. Well GG, I'm no expert and I have never work extensively on a F-15, just work on them a little during an airshow (airventure 1999) I definitely have never work on the Japanese version nor the Japanese version of the F-100-PW, but that looks like fuel to me. "Blow outs" and "Engine Stall" (or stagnation for that mater) are not something that happens slowly, so there would not be "close to blow out or stall". Every stagnation or stall I ever encounter during maintenance it just happen, very quickly and very violently. It is odd looking but apparently very common on the F-15J. They do have different systems, maybe is something they just do? Another thing: Again, never work on Japanese version of F-100, but The UFC (on old engines) or the MFC normally regulate/schedules fuel. They are control by the EEC or DEEC respectively but this componenets do not regulate fuel directly. During Sec mode, the UFC/MFC take over scheduling and control the fuel flow to the engine. Not sure how it work on the Japanese version, I wonder if it is different? It doesn't surprise me :) Edit: Heh, If I had spent more than 30 s on this picture... Look at horizontal tail surface.
