SCUD launchers in this spot approximately 11km SE of Kutasi shoot in the opposite direction. Target is abandoned airfield north of Kobuleti. Impact is 300km from target.

Very odd. It looks like it can't fire south. Changing the fire point to Sukhumi works.

 

Scratch that. I haven't a clue as to why it acts that way on that target area. Unlevel terrain?

Yes. You are right.

In the real life the Scud can operate from only flat sites. The slop no more 3 degrees.

We'll thinking what do with this requirements in the ME.

You guys should add a slope ° indicator in the ME on placed units, right next to the direction wheel so we can anticipate that for unit and WP placement.

"NO bug"??? If SCUD hits friendly site rather than the target seems like a bug for me.

If cannot shoot to the target should not shoot at all.
