Runway start at day it is working fine, runway start at night the nose wheel steering not responding (s by default), happend in the Gulf map. Update: its the light is switched off by default, so u cant see the light right to the hud same with the AOA light on the left of the hud

It is working. You cannot see the light because if you spawn at night, the dimmer lever is all the way down by default, which turns it off (same for AOA light on the left). If you want to see the light, just turn it up a bit.

It looks like a bug, but it is simply two lights are turned down when you spawn at night: aoa index light left of hud, nws light right of hud, player has to manually turn them on.

Go quick start night landing you will find this.

I guess you didn't read my post above (the one before I said it's not a bug). I know it is not turned on by default...

 

It is simply where the default position for the switch is, nothing is broken. There are many switches that are turned off by default in the Viper, but there are also many that are turned on by default.

At night if you start in the air, they are turned off initially, who will do that?

Because you use NVG at night? ED did it because in the previous builds, the AOA light and NWS light are too bright and they blind your eyes under night vision.

 

You can argue that you do not like it or you do not like using NVG at night. But the light dimmer switches are functioning the way they should work, they didn't before because you cannot turn them off even with dimmer switches all the way down. Nothing is really broken here.
