Who are those bearders?

Those "Bearders" are Sapeurs / Sappers part of the 13 DBLE (Demi Brigade Legion Etrangere) an Engineer Brigade attached to most Legion Etrangere unit's. The only people allowed to wear a full beard within the Legion. The reason for carrying the Axes is because in times of using horses to drag large guns to the "front" they had to account for the dead horses and used the axes to cut off the dead horses hoofs which had a unit number on them and could then present them to the Quarter Master of the stores and get new horses. Sounds bad in these days but it happened a lot in the olden times. The leather aprons used are partly to stop any blood from going on the uniform and grease etc from gun parts. All part of the glorious traditions we use within the Legion.

The photograph shown was taken on July 14th at a Bastille Day celebration in Paris.

...so is it just me, or is the vertical stabilizer on that JF17 not right? It looks to me like an F-35 vertical stabilizer; the JF17 has a single one, rather visually similar to an F-16, but that photo has what appears to be a double, angled set. Photoshop fail?
