Yes you can change that in the settings.When I last set the movement of external cam to off years ago there were 3 options to choose from. Unfortunately I'm not at my PC so I can't tell the exact location of this but I'm sure you'll find it or some other member of the community will post it soon.

I think it's under settings -> gameplay.

 

EDIT: Nope, under settings -> misc, top-right corner under 'F2 View Effects' you can either have it set to floating, shaking or nothing

Left Shift + J is the default keybind for "camera jiggle toggle" in the general category. It is also a setting in Misc> F2 View Effects.
