Thank you for the information about NVidia Share Instant Replay. This might help others.

By the way, I've realized Windows does the same thing with its Game Bar. You want the "Record in the background while I'm playing a game" option disabled (Settings > Gaming > Game DVR).

E: is my HDD

It means your pagefile is located on your HDD. You need to move it to your SSD.

Game bar DVR has always been off. So now I feel pretty stupid for not realizing that DCS was actually using pagefile on my HDD. With pagefile disabled for my E: drive, I'm seeing improved performance across the board. Still having stutters during active pagefile usage, screenshots below.

Edit: Could this be a product of not having enough RAM?

@July I see several apps using the pagefile: DCS of course, NVIDIA Share (haven't you diabled this one?) and OneDrive.

Can you disable OneDrive then (again) NVIDIA Share, and try if that's any better?

Closing OneDrive, and uninstalling Nvidia Share seems to have gotten rid of some (maybe most?) of the stuttering. Pagefile still sees use and causes stuttering when things pop in like aircraft, trees, and buildings.

OK, I haven't got these long freezes in a week. Maybe it was my NVCache, maybe one of the updates...

I still get severe stuttering caused by WWII planes shooting at each other and flak in general, mainly on the Channel map. But that's a different issue.

Thanks for all the help!
