You have to think of RWR like an advanced fuzzbuster

If the Radar could see you and shoot you your RWR will go nuts and either your a good pilot or game over

SAMs are dangerous know as much as you can on a particular SAM before tackling one

That's way below any useful detection threshold for an RWR.   Something with such a low signal might not even be detectable (size difference of antenna for one) by the RWR at all, and even if it was, it would be classified as noise.

All this comes down is DCS' radar guidance cone is too wide / the RWR's are too sensitive. Your issue isn't exclusive to the F-16's RWR, it's all the modules. As others have said the best solution we have right now is to look out the window - utilize the optical sensor God gave you; the Mk1 Eyeball.

That's what I use, it still useless since the separation is very small and still heavily overlaps the signals. In the F18 the separation is very wide and its super clear.

Yeah, also use Priority, that way it just shows important stuff in that little RWR, not every emitter under the sun.
