Generally, prohibited actions seem to come with the explanation why it's prohibited (e.g. pushing the wing fold handle in before the wings are fully extended, or not placing the launch bar switch to the retract position prior to a cat shot). Some of the language in the manual sort of follows that theme of 'should not' and 'will not' for prohibited actions, while 'cannot' for inhibited actions. Again, that's my understanding without having the SME knowledge on the inner workings of the FCS.
