fixed F-15 E JSOW

The AI F-15 E cannot drop a JSOW - it just hangs off the wing.

I've seen the same behaviour on some AI controlled F-16A MLUs in the F-16C single mission "Overwhelming Force" using current OB 2.7.9.18080, so the issue is still present and obviously not exclusively related to the F-15E.

The screenshots have been taken at mission time of about 53 mins. I've checked TacView and the release of the JSOWs should have happen at around minute 19. Trackfile is too large to upload.

@AstonMartinDBS I was able to reproduce the issue with the F-16MLU, indeed. I'll try all aircraft and then report them all.
