Aim-9M and Aim-9L work with that device?

also F fighters still will keep Gs and Hud info on tge sight all the time. Not fair for a 90s opfor

That will be like give IRST EOS to F fighters they didn’t have it for the time. It’s a unrealistic plus that can be well use it.

It’s weird ED keep that as a permanent device without option to be removed in mission editor

It's not weird if you consider the fact that ED is simulating the aircraft around a specific date, in case of the F-16 and F-18 around ~2005 and not 1990.

Internet is plenty of newer F-18 Super Hornet with pilot without helmet device. The model is not a reason… I guess is an option. I’m pretty sure real pilots need to do training with and without that device. Having that device as a permanent device in DCS sound weird.

It's not permanent at least in the sense that you CAN remove it in the mission editor and have either NVG's or nothing.  That doesn't prevent user from equiping it, but it is removable -- it's under the three dot menu on the right for the unit in the editor (same area where you change weapons loadout).

Short answer is it can't be forced. Right now its in "additional properties" tab which can be set, but for HMD, Night Vision, and a few other properties the player can change it via ground crew. Hopefully some things will be moved to the weapon loadout panel so it can be restricted as needed. Best guess that the Apache's FCR might be the first to get this treatment, but its difficult to say for certain.
