If you are moving your view outside of normal boundaries the head is removed so it does not block your view.

This statement is correct regarding the CPG. But no matter what zoom setting I make: the pilot simply doesn't have a head.

Its normal and its ok from internal (pilot) view. In the other way you will see textures or 3D parts from model head.

Okay, so ED wanted it that way that you can see the head of the CPG in the cockpit when panning the view back and forth (which automatically disappears at a certain zoom level/panning range). The pilot was generally not given a head.
