Should read “without”) the need to add or subtract. In MP refueling you only have %IIRC. I only take 60% fuel in the Flanker so I don’t pay attention. I am the wrong person to edit you know I can't type. Seriously though the weight issue is important with the Harrier as you can't take off vertically if you're too heavy

Not a percentage of fuel burn rate. Percent is only in the in game refuel/rearm box. There should at least be an option for it and also an option to stop refuel whenever you want on the ground.
