reported HARM HAS cant unlock emitter once locked

select HAS, search emitter, lock emitter with TMS Up, try to break lock (TMS aft) - not working - am i missing something?

only changing mastermode or switching wpn station gets rid of the lock

Actually in order to deselect the target you need to press TMS Up again. This doesn't sound right.
