fixed Infantry still don't rearm from trucks

Here you go.  30 minutes of troops standing there.  They shoot for 5 minutes and then never reload.  I have ammo caches and supply trucks galore.  This broke 4 updates ago.  It worked fine in 2.9.6.57650.  It broke recently.

This issues has been fixed internally and should be in the next patch
