Start from ground options

I do not have "start from ground" options in 2.9.13.6818 version.

Any help?

That option is only available to non-AI units like Clients and Player. So make sure you have no AI wingman either.

This, unless AI units are helicopters of course.

This is happening to me as well, in a newly updated 2.9.20, but only in the Persian Gulf map (and probably in other maps too - I haven't checked any other map yet). I've tried checking in both Client and Player settings.

In the Caucasus map, it works fine though.

The map should have nothing to do with it.

Check for AI wingmen in your flight.

Oh! That did it. So it's related to whether or not I have an AI wingman.... How have I never noticed that before?
