Observing the F&LIP and reading the limited early release manual, my understanding is that the configuration indicator bars for the flaps should reflect the following (leaving out the landing gear indications):

For Take Off (mid) Flap Position:

                   -> 1 Upper TOEs (slats extended) bar on each wing (total of 2 - L/R)

                   -> 1 Take Off position Flap indicator bar on each wing (total of 2 - L/R)

                  This should result in a total of 4 flap indicator bars being illuminated.

For Landing (full) Flap Position:

                   -> everything mentioned above for Take Off plus 1 additional Landing Flap position Bar indication for each wing (below the T/O bars)

                    (total of 2 - L/R)

                   This should result in a total of 6 indicator bars being illuminated (4 for flap position and 2 for slat position indications).

                   However, regardless of flap (mid or full) position being selected I see all 6.

Is this normal or a bug that needs to be addressed?

Well for one, how sure are you of a difference between take off and landing flaps? 
 

Wags told us before release that the difference is “LEF scheduling,” but no one has told us what this scheduling difference is and everyone so far has found identical behavior of flaps and LEF between takeoff and landing flaps in game. 
 

Not to mention, both the flaps and LEF only have two positions. Up and down, there are no medium positions. So if the difference is really LEF scheduling perhaps the only difference should be the LEF flap lights, even though no one has discovered this scheduling difference yet. 
 

Edit: Your right it does say so in EA manual. I wonder if this is an assumption like the Rene wheel that needs to be corrected

Yes AeriaGloria, I agree with the fact that there does not seem to be much external difference (if any) visually between T/O & Landing flap selection.  So why does the cockpit button selector, limited manual, and control set up menus reflect these options?

According to what I was able to read online regarding the real aircraft, (and I realize there were different MiG-29 variants) there was indeed a T/O and Landing flap button selector, but don't know if the A model had that, or if there in actuality is a difference in flap deflection between T/O and Landing selection.

Perhaps a SME DCSer could address this for clarification.

It’s realistic to have this 3 button selector, it’s from MiG-21/23. And it’s real that the flap has no middle position. It’d either at 0, 25 degrees down, or blown up by air flow. There is no in between setting for the hydraulic actuator for it.

There's no difference in the flap positions in the 9.12A. Generally, the center button was either missing or blocked. The UB version had a panel with three (functional) buttons.

Exactly as my colleague wrote, in Western countries there is one system of takeoff and landing flaps. It is possible that in Eastern countries there were these flap systems in two variants. I think the issue has been resolved regarding takeoff and landing flaps. Regards.

I couldn't find any hint of a difference in russian docs either.
