i'd say first get yourself Logitech G27 and start sim racing, see how it goes. who knows, maybe racing is not your thing, so why all this waste of money on triple screens high-end shifters, pedals, hand brake, rev meter and so on?
I think he said under 100$. Would be good to know what joystick he has now, maybe it can be rewired with a different controller and sensors. Cheapest option.
I too have vertex3, but 120GB as a boot drive and EVO850 500GB for games. No need for swap file (in some guides it's even recomended to turn it off when using ssd's), unless some software require it, some older games do.

try without GUI code first. In-game combined resolution is 7440x1080
"i5 4690K is 281 eur" - good option for any gamer. for mobo i'd recommend asus, as i always had that without any problems (except the 1st one, some 15 years ago or so)))
