You dont need to use OvGME for liveries, that utility is for activating/deactivating MODs that have to be within the Program Files' DCS Folder. Just put the folder with the livery files on the Saved Games/ .. /F-5E-3 folder and it should show in the Mission Editor (assuming that the livery is for the country that your aircraft belongs). It should work ... here is a more detailed explanation of how DCS looks for files first on "saved games" and after on "program files": https://forums.eagle.ru/showthread.php?t=190778 In my case, since I have three installs of DCS (1.5 Stable, 1.5 Open Beta and 2.1 Open Alpha) I use the mklink trick mentioned on that thread, to point to a single folder for my liveries, thus saving a lot of hard drive space by not having triplicated skins.
