So I heard rumors that there is a Douglas A-4E Skyhawk in development for DCS (3rd party I think). Are the developers planning a release for this year?

There is. There has been a tragic event affecting the dev team. Go to the Hoggit subreddit on Reddit and it will be immediately obvious what due to the header image. Then check the sticked thread. If you want to read about it on this forum then do some searching. The info is easy to find.

Actually, none 3rd party has been approved or confirm a A-4E Skyhawk module development.
