I'd not call them useless. I use them to great effect, I would even go as far as to say they are my main weapons on the Harrier. They just require you to adapt your runs to how they work.

 

My two main ways to use Mk20s is do a low level, high speed run or 35~45deg dive with a long spread. For low level, find a target from far away or pre-plan it, then come in at ~500 knots, 200ft AGL and release 2xMk20 with 30ft interval in CCIP mode. This works well against anything well protected. The dive attack I use basically the same weapons setup, meaning 2xMk20s, 30~40ft interval but drop in AUTO instead. This of course, requires the target to be less defended, like only Shilkas and ZSU-23-2s, but it focuses the bomblets and lets you hit much harder.

 

The main thing here is that I drop more than one on anything that has more armour than a truck and I use the bomb interval to compensate for any errors in the bombing solution. This leads to me killing most things I aim at. But T-90s will always be hard with cluster. You need 2 very good hits to take them down.

They used to work quite well when dropped in CCIP from altitude for a while, but ED changed something around. Possibly in order to facilitate HoF settings for the F-18C (which didn't really work out so well anyhow, as far as I can tell). They work alright in low-level, but generally they are a bit tricky.

I use then against IFV's and APC's and they work very well. I think the OP is doing something wrong, or expecting unrealistic effects agains MBT's maybe?

Mk-20 work very well when used correctly. Agree with Marsvinet. One of my main weapons.

 

Also agree with that ED needs to overhaul the damage model on the tanks.
