If there is a microcenter in your area it might be a decent idea.

I basically bought one of their "office" rigs, but really all I did was drop a 2080ti into it and boom, insta high end gaming rig, the GFX card cost 50% more than the actual computer.

I priced it out and component wise I couldn't beat the price if I had hand built it. Otherwise since I got it I threw in more RAM and for peace of mind upgraded the PS for future proofing/overclocking but it ran fine with the stock PS.

New hotness: I7 9700k 4.8ghz, 32gb ddr4, 2080ti, :joystick: TM Warthog. TrackIR, HP Reverb (formermly CV1)

Old-N-busted: i7 4720HQ ~3.5GHZ, +32GB DDR3 + Nvidia GTX980m (4GB VRAM) :joystick: TM Warthog. TrackIR, Rift CV1 (yes really).

I think the best investment would be to build something similar to the PC in this guide for $580 that uses mostly new components and a used GPU which in this case is an RX 580. They can now be found used for around $100.

Now if you want to go even cheaper and refurbish something older with a few new parts check this build out.

Just make sure the the system has at least an SSD, 16GB RAM and a decent GPU like an RX 580 8GB and it should run DCS pretty smoothly at 1080p.

For $700 U.S. you can build a new system off Amazon or Newegg. Get a X570 MB w/AM4 socket, and an entry level AMD processor like the AMD 3400g or AMD 2600. You can upgrade later all the way up to the Ryzen 9 3950x on the AM4 socket.

You won't have much of an upgrade option with a referb.
