I was under the strong impression that the F-22 stealth coating is a bit like that of the B-2, and that neither is anything like the F-117 stealth coating at all. But to answer the original question, 'stealth' (Low Observable) aircraft use radar reflectors and transponders when operating in CONUS and outside of combat zones.
